Yes! She is inserting her hand into her forehead to tap into the hidden consciousness within, in a process I like to call the 'reconsciening'. Turns out Joss is actually an alien life-form masquerading as a human to harvest data about the human race. This was a slip up in her disguise, fortunately, Carrie didn't notice.
